When you talk about a person's tone of voice, you're talking about the mood or the personality traits that come across when the person speaks. Same deal with the tone of a poem. It might sound cheerful or mournful, affectionate or insulting, humorous or serious, confident or shy, etc. In this poem, the speaker is addressing somebody he loves.
