Can i bring my husband in uk with a spouse visa before i am 21 in next in november?

i got married in bangladesh and i am in the uk studying as a student. I wanted to bring my husband over here next year with a spouse visa but the government has proposed a new law that no one can apply for either husband/wife until the age of 21. I am 18 at the moment. is there anything that can be done???? I wouldnt want to wait 3 years until i am 21.
