Why do cps workers feel compelled to twist the truth/outright lie about some things if they're protecting kids

If they investigate a neglect allegation, and show up at the accused house and everything looks good, but a few dirty dishes are left in the sink, they will lie and turn those few dishes into a whole sink full. In other words, it can possibly make the judge think the person is nasty, and affect how he or she rules? Why is this allowed? and why can't the judge see through some of what the cps workers are doing?
