If a guy wants to kiss a girl does that mean he likes her?

So this guy and I were up late like really late until 3 am talking on the phone. Partly texing. And through most of it he would keep asking me to kiss him and if I would and for fun I said sure if he came to my house and I was joking and I told him and he actually did come to my house. But we didn't kiss it came extremely close like noses and foreheads touching close lol. Im confused cause I've known this guy for 3 years and I think he would make an effort if he liked someone but he doesn't seem I be doing that? I will tell him I like him before school ends though.
