Does this dog not trust me as a leader? What can I do?

Well he is owned by a male. Your voice is probably not low or strong enough for that dog. Since he is not yours the only thing you can really do is treat training with him. Try to make your voice sterner. His owner is his master or alpha and he does not see you as that which is normal. Ask the owner if you can just work with the dog by itself.
